In mid 1980s, investments in both multi-lateral and bi-lateral funding institutions in infrastructure and national rebuilding programs started to pick up. It was during this period that COFIC was created to enhance the development of Filipino consultancy and for the recognition of Filipinos as prime consultants for government infrastructure projects.

COFIC was originally incorporated in 8 June 1988 with the following incorporators:

 In response to the inevitable trend of globalization and the competition among global firms for new markets, COFIC has repositioned itself as a provider of consulting services by tapping the core expertise of each member firm and pooling together their respective human and financial resources.  This will answer the need of clients for a single entity that can provide them with a complete package of expertise.

 COFIC was ‘reincorporated’ in 29 June 2007 with the following incorporators:
